Rep. Robin Kelly announces impeachment efforts against Homeland Security Secretary Kristi Noem for ‘violating’ the Constitution

On January 13, 2026, United States Representative Robin Kelly announced that she will be introducing articles of impeachment against the Secretary of Homeland Security, Kristi Noem, for the mishandling of her department, which has led to the “violation” of the Constitution and has terrorised communities who are being affected by her and her department’s malicious activities or fear that they will be.

Addressing the floor on Tuesday, Representative Robin Kelly cited the example of Operation Midway Blitz and highlighted how it had “torn apart” the Chicago land area. Kelly also took aim at President Donald Trump and noted that he “declared war” on Chicago and brought “violence” and “destruction” to the city and its suburbs in the form of “immigrant enforcement.” Talking about the ruthlessness with which officials under Kristi Noem operate, Kelly gave the example of an incident in her district where federal agents descended in helicopters and entered an apartment building, believing that it houses members of a Venezuelan gang. Kelly disclosed that people were dragged from their beds, and when she visited the place, she noticed that doors had been taken down, and items, including kids’ toys, were scattered all around. Kelly mentioned that following the raid, the authorities had failed to identify the Venezuelan gang members.

Robin Kelly then shifted focus to Minneapolis, Minnesota, where Kristi Noem and her Department of Homeland Security have recently been wreaking havoc. Emphasising the incident of Renee Nicole Good, who was killed by an ICE agent recently, Kelly called Noem out for dubbing Good a “domestic terrorist” before conducting a thorough investigation into the matter. Kelly stressed that the real terrorists under the present circumstances were Kristi Noem’s “rogue agents.”

Robin Kelly further announced that she is filing three articles of impeachment against Kristi Noem. The first article addresses Noem’s obstruction of Congress’s oversight of ICE facilities, which is part of their constitutional duty, where individuals are being treated poorly. The second article is for violating public trust, as Noem directed ICE agents to arrest individuals without warrants, use tear gas, and ignore due process. The third article is for self-dealing, where Noem steered a contract to a new firm run by a friend.

Kelly did not stop there; she continued to discuss Noem and her agents, expressing her curiosity about the masked ICE agents conducting raids across the United States and their training. At one point, she expressed doubt over them being the January 6 insurrectionists due to their aggressive nature.

She concluded her message by stating that while her efforts cannot bring back the lives lost during ICE raids, she hopes that Noem will face the consequences of her actions.
