A passenger on a boat traveling through Norway’s Svalbard archipelago deliberately used the vessel’s horn to wake a sleeping polar bear, earning a 50,000 Norwegian kroner (roughly $5,000) fine. The incident happened in August after people aboard the vessel spotted the bear resting on land.

According to the Governor of Svalbard, the horn woke the animal and caused it to leave the area where it had been sleeping. Other passengers reported what happened to local authorities, who investigated the incident and determined that the person had intentionally disturbed the bear.

The passenger accepted the penalty and has already paid the fine. Officials cited Section 30a of the Svalbard Environmental Protection Act, which prohibits people from unnecessarily disturbing, luring or pursuing polar bears. Unnecessary interactions between wildlife and humans shouldn’t be encouraged, or it could end with consequences as tragic as this electrocuted bear in Mexico.

Svalbard has strict rules for encounters with polar bears

The rules surrounding polar bears in Svalbard are particularly strict because encounters with the animals can pose a risk to both wildlife and people. Under the Environmental Protection Act, people generally cannot travel or remain within 300 meters of polar bears, and that distance increases to 500 meters from March 1 through June 30.

The Governor’s guidance for visitors also advises people to avoid close encounters and carefully check areas before going ashore. If visitors spot a polar bear, officials tell them to cancel the landing rather than get closer.

Those rules mean that watching a polar bear from a boat does not permit passengers to interfere with what the animal is doing. In this case, the bear was not approaching the vessel or creating a safety issue. It was sleeping when the passenger intentionally sounded the horn.

The incident is also notable because the person was not identified publicly. The Governor’s office did not disclose who used the horn or why they decided to wake the bear, but authorities confirmed that the individual accepted responsibility for the violation.

The bear was doing exactly what it was supposed to

Polar bears are wild animals, and Svalbard’s guidance emphasizes keeping them at a safe distance rather than trying to create an interaction. The Governor’s wildlife guidance notes that polar bears are powerful predators and can behave unpredictably, making distance an important part of both wildlife protection and visitor safety.

That makes the decision to use a ship’s horn especially unnecessary. There was no reported emergency involving the bear, and the animal was not threatening anyone. The horn disrupted a resting animal and caused it to move away from the spot it chose.

Svalbard has continued to strengthen its rules around travel and tourism, including new field safety regulations that took effects in January 2026. The regulations include additional requirements for tourism and other activities outside inhabited areas, with approved Svalbard guides set to become mandatory for relevant activities from July 2027.

The $5,000 fine serves as a fairly straightforward reminder of the rules for anyone visiting the Arctic. Seeing a polar bear in the wild can be an extraordinary experience, but the best encounter is one where the bear gets to carry on without knowing tourists are watching, or possibly like this man who was on his phone and didn’t notice a bear right behind him.
