According to Deadline, he’s getting a chance at it:

Bruce Willis is negotiating to play the original G.I. Joe, Joe Colton in Paramount’s G.I. Joe: Retaliation. This courtship has been going on for about six weeks or more… Paramount was chasing [Willis] for the Colton role way back on July 1.

He declined to come back for the second one? Well… I’m sure he’s just busy.

But I began this post with a question. We’re being handed an action movie with Bruce Willis and the Rock in it. We probably won’t see the like of that kind of high caliber mashup until the sequel to RED rolls around. At the very least, G.I. Joe 2 will make 6 Degrees of Kevin Bacon a bit easier.
