Outrage in Japan as 20-year-old U.S. Marine accused of killing woman

Approximately 50,000 U.S. troops are stationed in Japan as part of a bilateral security pact, with about 25,000 of them located in Okinawa. However, their presence there is a sensitive issue for several reasons. Local residents have made complaints about pollution, noise, and crime regarding the U.S. base for years. Now, there is once again outrage in Japan as a 20-year-old U.S. Marine has been arrested and accused of robbing and murdering 39-year-old Anna Yagi.
According to the prefectural police in Okinawa, U.S. Marine Devin Jacob Ballard is stationed at Futenma Air Station and was arrested in Naha, the capital city of Okinawa, after the woman’s body was discovered with her backpack and wallet missing. Ballard has supposedly denied all allegations against him.
The alleged suspect was caught on tape
According to AP News, the victim was located in a hotel room and appeared to have been strangled. Footage from security cameras from the hotel and surrounding area showed the alleged suspect coming into the hotel with the woman. However, when he left, he was alone and carrying her belongings. A cop arrested him after seeing the suspect wandering alone in Okinawa City’s entertainment district late Saturday night.
The news has caused a firestorm. Newly-elected Okinawa Gov. Genta Koja purportedly stated about the incident, “The case deals a major shock and adds fear to the Okinawans who have already been forced to live next to U.S. bases. It is absolutely unforgivable and we are outraged[…] I must say, discipline and troop education are not working at all.”
George Glass, the U.S. Ambassador to Japan, has reportedly already been summoned by Foreign Minister Toshimitsu Motegi, who expressed outrage about the alleged crime. Glass, for his part, posted to X relaying condolences to the family of the victim and claiming the U.S. has pledged to cooperate fully with the local and national Japanese governments.
The U.S. military has a history of committing crimes in Japan
Futenma base has been a sore subject for local residents for decades, and members of the U.S. military have a history of committing crimes in the area. Massive protests in Japan were sparked in 1995, when three members of the Marines were arrested and charged with the rape of a 12-year-old girl. All were eventually convicted and served sentences in Japan, but the incident had a massive impact on U.S.-Japan relations.
Last year alone, arrests of service members and their family members exceeded 100. Additionally, repeated incidents of sexual crimes in recent years have led to anger among the citizens of Okinawa.
As for the most recent alleged crime, the U.S. Marine Corps reportedly released a statement on X and said that they were “actively cooperating with Japanese authorities in response to allegations of serious criminal actions by a Marine assigned to the III Marine Expeditionary Force.” The statement also shared that “The Marine Corps takes these allegations very seriously and expects every Marine to adhere to the highest standards of behavior. The Marine is in custody of local authorities while investigations proceed. There’s no further information to release at this time. ”
