Ryan Garton, a 56-year-old bystander who recorded the confrontation, described seeing the man pinned to the ground by federal agents, per The Guardian. Garton noted that the man’s face appeared scraped as if it had been ground into the sidewalk, and his upper right eye socket and temple were noticeably swollen.
Another witness, store owner Michael Lipson, corroborated these accounts, stating that he saw the officers wrestle the man to the ground while the individual repeatedly shouted that he was a citizen. Lipson also reported that the agents checked the man’s wallet and left his personal papers scattered across the road before departing.

Miguel Olivares, who was working at a nearby Mexican restaurant, began filming when he realized the situation was not a typical police matter. He noted that the man was visibly shaken and unable to speak much after the agents finally released him. The victim reportedly told witnesses he had simply been walking to a pharmacy to pick up a prescription when the confrontation began.
The Department of Homeland Security (DHS) stated that ICE agents were conducting a targeted enforcement operation and encountered someone who resembled their intended fugitive. A spokesperson for the agency claimed that the individual was given lawful commands but was not cooperative and refused to identify himself.
